PASSAGE RACE SUPPLEMENTARY SAILING INSTRUCTIONS
THE HARWICH TO OSTEND RACE THURSDAY 16 JUNE 2016

1. RULES

1.1 Haven Points Series Sailing Instructions Section 1 superseded as follows:

a.  Offshore Special Regulations 2016-2017 Category 3 Mono-hulls plus Life raft shall apply.

b. A boat that is on the course side at the start and fails to return and start correctly shall not be scored OCS, but shall have one hour added to her corrected time (changes RRS Appendix A4.2).

c. Between sunset and sunrise each night the Steering and Sailing Rules of the International Regulations for Preventing Collisions at Sea shall apply and shall replace the rules of RRS part 2.

1.2 In the event of a rule conflict, these Supplementary Sailing Instructions shall prevail.

2. AFLOAT RACE OFFICER
An “Afloat Race Officer” will be designated to receive declarations and/or protests, and for co-ordination and communication purposes. Details will be announced via VHF Channel 72 before the start.

3. START, LINE & COURSE
The race is Scheduled to start at 07:30 BST with a single start for all classes.

The start line in Harwich Harbour will be the line between the Beacon Hill buoy and a staff with an orange flag on the committee boat, approximately 1 cable to the east of the buoy. The line is to be crossed in a southerly direction.

Course A: Cliff Foot (P); Landguard (P); Medusa (P); S. Cork (P); North East Gunfleet (S); Black Deep (S); Long Sand Head (S); Twin (S); Middelkerke Bk (S); Oostendebank-West buoy (P); Buitenstroombank buoy (P); Finish Line Binnenstroombank

Course B: The Course will be announced on VHF channel 72 at least 30 minutes prior to the time check signal.

AREAS THAT ARE OBSTRUCTIONS
A yacht shall not enter an area designated as an obstruction.

4. FINISHING
After rounding the Buitenstroombank Buoy the finish line is a line extending from the O3 Buoy (Green) to the Binnestroombank Buoy. Yachts must take their own time when the Binnenstroombank Buoy bears 225°.

Times shall be corrected by GPS time indicating BST or GMT as applicable and given with the names of the boats finishing ahead and astern of them if in sight.

5. SUNRISE/SUNSET The times of sunset and sunrise shall be deemed to be as follows:
Thursday 16 June Sunset 21:15 BST Friday 17 June 04:35 BST.

6. DECLARATIONS are required, and must be made on the annexed declaration form to the Afloat Race Officer by 09.00 BST on the Friday, or within one hour of finishing if later.

7. RETIRING Any yacht retiring MUST report the fact at the earliest possible opportunity to the Afloat Race Officer or to the Haven Series Secretary (telephone 01394 410495, mobile 07778 010580)

8. PROTESTS are to be made in writing to the Afloat Race Officer by 09.00 BST on the Friday or within one hour of finishing if later.

9. BERTHING FEES The entry fee for both races includes the first night berthing fees at the destination. If you intend to stay longer, please inform the harbourmaster on arrival.

10. WARNING The Oostende port authority is taking strict action against boats infringing port signals and is imposing heavy on-the-spot fines. Competitors should ensure that they enter and leave the harbour only when the signals allow.
Competitors are reminded that a courtesy ensign should be hoisted to the starboard crosstree before entering harbour and should be above and at least as large as any other flag at the crosstrees.

THE HARWICH TO RAMSGATE RACE SATURDAY 23 JULY 2016


1. RULES

1.1 Haven Points Series Sailing Instructions superseded as follows:

a.  Offshore Special Regulations 2016-2017 Category 3 Mono hulls plus Liferaft shall apply.

b. A boat that is on the course side at the start and fails to return and start correctly shall not be scored OCS, but shall have one hour added to her corrected time (changes RRS Appendix A4.2).

2. AFLOAT RACE OFFICER
An “Afloat Race Officer” will be designated to receive declarations and/or protests, and for co-ordination and communication purposes. Details will be repeated on VHF Channel 72 before the start.

3. START, LINE & COURSE
The race is Scheduled to start at 07:30 BST with a single start for all classes.

The start line in Harwich Harbour will be the line between the Beacon Hill buoy and a staff with an orange flag on the committee boat, approximately 1 cable to the east of the buoy. The line is to be crossed in a southerly direction on a single start at 07:30 BST.

Course:  Cliff Foot (P), Landguard (P), Medusa (P), N.E. Gunfleet (S), Sunk Head Tower (S), Black Deep No.8 (P), Outer Fisherman (S), Elbow (S), East Brake (S), Ramsgate Channel buoys 2 & 4 (passing marks) to (S), North Quern (P) & Finish.

4. FINISHING
The finishing line, which runs 298° magnetic, is a transit formed by the Race Hut Flag Mast on the East Pier head and the North Quern Buoy. The inner distance mark is Ramsgate Channel Buoy No.6 which may not be on the line. Yachts should take their finishing time when the North Quern, North Cardinal Mark bears 118° magnetic.

HARBOUR: Please call Ramsgate Port Control on VHF14 for permission to enter the Harbour.

6. DECLARATIONS
With own finishing time, must be made on the annexed declaration form to the Afloat Race Officer at the first opportunity. Finish times can be passed beforehand by VHF or mobile phone.

7. RETIRING
Any boat retiring MUST report the fact at the earliest possible opportunity to the Afloat Race Officer or to the Haven Series Secretary (telephone:  01394 410495, mobile: 07778 010580)

8. PROTESTS
To be made in writing to the Afloat Race Officer by 18.00 BST on the Saturday or within one hour of finishing if later.


9. AFTER FINISHING

The entry fee includes the first night berthing fees at the destination. If you intend to stay longer, please inform the harbourmaster after arrival. Prize-giving and supper will take place at the Royal Temple Yacht Club.  Please book for the supper with the RTYC direct.

THE HARWICH TO LOWESTOFT RACE SATURDAY 20 AUGUST 2016

1. RULES

1.1 Haven Points Series Sailing Instructions Section 1 Superseded as follows:

a)  Offshore Special Regulations 2016-2017 Category 4 shall apply.

b)  A boat that is on the course side at the start and fails to return and start correctly shall not be scored OCS, but shall have one hour added to her corrected time (changes RRS Appendix A4.2).

1.2 In the event of a conflict, these Supplementary Sailing Instructions shall prevail.

2. AFLOAT RACE OFFICER
An “Afloat Race Officer” will be designated to receive declarations and/or protests, and for co-ordination and communication purposes.  Details will be announced via VHF Channel 72 before the start.

3. START, LINE & COURSE
The race is Scheduled to start at 09:00 BST with a single start for all classes.

The start line will be the line between the Wadgate Ledge Beacon and a staff with an orange flag on the committee boat, approximately 1 cable to the west of the beacon. The line is to be crossed in a north-easterly direction.

If the race is started in inclement weather or other exceptional circumstance a competing boat may be used as a committee boat and will be given the due time allowance.


The course is as follows –

Start; Special Mark FL(5)Y.20s (S),East Barnard (P); Newcombe Sand (P); South Holm (S); Stanford (P); South West Holm (S); North Newcombe (P) finish. (see Notes below).


Notes:

a. Special Mark FL(5)Y.20s (52°18.9’N 001°47.0’E) is approx. 4nm East of entrance to Southwold.
b. Competitors are advised that a dangerous wreck exists in a position approximately 335(T) 1.8 cables from Wadgate Ledge Beacon.

4. FINISHING LINE The finishing line at Lowestoft is formed by a line bearing 265 degrees magnetic to the North Newcombe Buoy and within 2 boat lengths of the buoy.

Competitors must note their own finishing time together with the names of the boats finishing ahead and astern of them if in sight. Times shall be corrected to GPS time indicating BST or GMT as applicable.

5. DECLARATIONS are required, and must be made on the annexed declaration form to the Afloat Race Officer at the destination within one hour of finishing.  Times shall be corrected to GPS time indicating BST or GMT as applicable.

6. RETIRING Any boat retiring MUST report the fact at the earliest possible opportunity to the Afloat Race Officer or to the Haven Series Secretary (telephone: 01394 410495, mobile: 07778 010580)

7. PROTESTS These are to be made in writing to the Afloat Race Officer at the destination within one hour of finishing.

8. AFTER FINISHING Refer to a current almanac for pilotage information, entry requirements etc. – note that it is now MANDATORY to call on VHF Ch.14 before entering or leaving, and that harbour light signals MUST be obeyed. Contact "Yacht Club Marina" on Ch.80 for berthing instructions, but otherwise continue to monitor Ch.14 for harbour traffic.


Overnight berthing is arranged on the RN&SYC pontoons. A group discounted rate for one night has been negotiated, and is included in the entry fee (see Entry Form).  Prize-giving and supper will take place at the Royal Norfolk & Suffolk Yacht Club.  Please book for the supper with the Royal Norfolk & Suffolk YC direct.
